Well, as from what I know, yes. There might be a couple sites that give it for free, but I am not 100% sure they are safe sites. If you want it for free there are websites that allow you to have a free domain with the website you would like to sign up with, but they will be either a subdomain or they will make it .com/yoursite. Then if you feel like you can pay for it, they allow you to upgrade. There are other websites too, that hold competitions for a free domain. Overall, the safe webhosts require you to pay (that's what I had to do) but the websites that give free domains, I am not 100% sure on them if they are phishing, scamming or anything.

I made my own website....
It's free all you have to do is go on google and type in Proboards and click on the link. Then make an acount. And it is a .com URL. The only thing you have to pay for is if you want to advertise you site on the internet and thats your option.
