How do you give someone rep? And also, since I only have 2 rep, can someone give me at least one, or is that bad to ask? I'm not even sure!!!!!

There is the "Rep" button right next to the "Report" button, in the top right. And most likely you don't have 2 Rep Points, you have 2 Rep Power, which is a totally different thing.

Anyway, this thread will probably answer all your questions.
