Ok i did it so i'll help ya out. . .
pick up the tan hat behind G and the hammer, go to the dock talk to herbert and they'll leave the lamp behind ( grab it ) , Follow the pieces of paper, go to the sport shop and get the pegs thats next to the tent, Get net from outside lighthouse, And box of balloons from inside the lighthouse, Go to HQ and ask G for the super helium, Go to the plaza talk to the green penguin he'll be hungry so get him pizza then he'll give you his newspaper ( you'll need it) , Go to the HQ to the invention cabinet then you'll have to enter a code to get the thing from out of it, Go to the plaza, Give the puffle the tan hat and then go to the coffee shop, and help the worker pick up all the cookies, the penguin will give you a cookie for helping and give that cookie to the puffle, and then get the piece of paper, Go to the dock and go in the tunnel and go to the boiler room that's in the tunnel, talk to herbert, and then fix the boiler, then you'll be all done!
