Okay, the only thing I got from that is that water is blue because light bouces off of it and turns blue, and them something about electrons and red. Uhhhhhh...
Edit: I think it just said, "Water is blue because protons (light) bounces off of electrons, absorbing most light and bouncing off the blue light."
Ah, but he asked why the ocean is blue. Though I don't get color. I'm so confused.
